Not in canon, he isn't. Scott Bakula's character has the personality of a dead goldfish; a friend of mine used to call him Captain Sockface. *g* So I made him a descendant of Jack Harkness (who, according to Torchwood canon, was married at some point, in the late 19th or early 20th century), gave him a similar personality and "cast" John Barrowman to play him. A Starfleet captain ought to have charisma, dammit, and lots of it!
Bakula isn't the problem. He does his best with a poorly-written character, even though he could use more than one facial expression in the process. I quite like him in NCIS New Orleans. I don't like canon!Archer!
