That's a frustrating feeling, but the words are there, just waiting to flow when the time is right. Maybe you just need to let the well fill a little bit more.
Frustrating! Maybe switch to something completely different from fic for a while? Journaling, poetry, whatever. It doesn't have to be good, just something to change your mindset.

Sometimes works for me.
You just put words on paper - they don't have to fit anything - you can just write things like:
He stopped swimming.
Lucy cried when her dress was torn.
I hate frogs.
Or, in another variant, you can put character names in:
Illya glanced up
Napoleon sat down
Spock left the table
And then you just ask why? Did Illya glance up because he heard a noise, saw Napoleon coming into the room, the lights flickered? Then you write that.
Illya glanced up, the lights were flickering
Then you ask why again.
Both methods often lead to gibberish, but if you keep repeating it, something may ignite.
